A hard diplomatic poker game is unfolding between Athens, Kyiv and Washington with a central protagonist, among others, the United States Ambassador to Greece, Kimberly Guilfoyle, who has taken action, pressuring the Mitsotakis government to contribute to the PURL program for the purchase of American weapons for Ukraine, as revealed by the Ukrainian RBC, citing Greek publications. According to sources of the report, in the days before the meeting of the NATO Foreign Ministers in Brussels on Wednesday, 3 December, representatives of the United States Embassy in Athens conveyed Washington’s request for Greece to join the PURL program. The American diplomats repeated their gratitude toward Greece for its “institutional position” regarding Ukraine and acknowledged the financial constraints at the end of the fiscal year, however they insisted on the announcement of Athens’ participation.

The NATO Foreign Ministers set Greece in their sights

As the Ukrainian outlet notes, a few days before the NATO Foreign Ministers’ summit in Brussels (it took place yesterday Wednesday 4/12), senior diplomats of the American embassy conveyed Washington’s request for Greece to join the PURL program.

Of course, Washington appreciates the long standing and obsessive adherence of the Mitsotakis government to the supposedly “right side of History” in the Ukraine issue, however this time the Greek side was asked for more tangible and more convincing measures of support for Ukraine, in other words economic and military resources for the Zelensky regime.

They called on Gerapetritis to shoulder the burden for Ukraine

Specifically, and as RBC Ukraine notes citing Kathimerini, they called on the Greek Foreign Minister Giorgos Gerapetritis to announce Greece’s participation at the NATO summit and proposed that Athens sign the General Framework Agreement to demonstrate its commitment, leaving the issue of the amount of the contribution for later. Washington also advised Athens not to join the minority of NATO countries that do not contribute. In turn, the Greek Foreign Minister met with the United States Deputy Secretary of State Christopher Landau on the sidelines of the NATO summit, but no announcements were made beyond the intention of the two countries to prepare the next Greece–United States Strategic Dialogue.

The dark role of Guilfoyle in the pressure on Greece

The strategic dialogue, which was initially scheduled for October and then for December, is now likely to take place later, within 2026. The report notes that the United States has repeatedly raised the issue of PURL since President Donald Trump announced the launch of the program. Chargé d’Affaires Josh Huck and Ambassador Kimberly Guilfoyle also raised the issue in conversations with the Greek leadership.

It is noted that, since this issue affects Greek–American relations, it is being handled by the office of Prime Minister Kyriakos Mitsotakis. Both now and at previous stages, the Americans were told that the financial situation of the country does not allow any disruption of the delicate balance that has been achieved.

What the PURL program for arming Ukraine is and how it works

It is recalled that PURL (Prioritized Ukraine Requirements List) is a joint NATO – United States initiative that began in July 2025. Its goal is to supply Ukraine with highly necessary American made weapons, using funding from NATO allies. Ukraine compiles a priority list of needs in weapons, and its allies jointly pay for the purchase of the necessary equipment from the United States, which is then delivered directly to Ukraine. The PURL mechanism accelerates weapons deliveries because the purchases are made from existing United States stockpiles without additional delays.

The program also allows for the rational use of resources, focusing on what Ukraine needs most at this moment. The Trump administration has already approved the first two military aid packages to Ukraine under the PURL program. Yesterday, it was announced that five countries have allocated 1 billion dollars for the purchase of weapons for Ukraine within the PURL program. The Ukrainian defense forces will receive, among other things, Patriot missiles. In addition, Australia and New Zealand have joined the PURL initiative. The countries are also providing military aid packages to Ukraine totaling 63 million dollars and 8,7 million dollars respectively.
