On February 26, 2026, 48 hours before the United States and Israel launched Operation Epic Fury, MizarVision, a company based in the Chinese province of Hangzhou, published satellite images processed by artificial intelligence (AI).

These images captured F-22 Raptors at Ovda Air Base in Israel, strike group positions of aircraft carriers in the Arabian Sea, as well as AWACS aircraft at Prince Sultan Air Base in Saudi Arabia.

The company does not possess its own satellites.

It buys commercially available imagery from Western and non-Western providers and processes it using proprietary AI software, which detects and categorizes military assets through automated object detection.

Operation Epic Fury began approximately 24 hours after a particularly significant publication of geolocation imagery.

MizarVision continued posting throughout the operation, including post-strike damage assessments following Iranian strikes on Al Udeid Air Base, redeployments of THAAD system batteries in Jordan, and refueling aircraft positions at bases in Bahrain and the United Arab Emirates.

The US military had designated many of its force movements as classified.

However, a Chinese commercial AI platform published them on social media in near real time!

What changed since the Cold War: The collapse of traditional surveillance controls

The conventional understanding of operational security in the satellite era held that the main constraint was access to satellites.

Cold War spy satellites were bulky, few in number, prohibitively expensive, and operated exclusively by states.

This meant that only major military powers possessed the persistent surveillance capability required to track military movements with meaningful temporal resolution.

Commercial satellite constellations altered this balance over the past decade, but the full consequences had not been operationally demonstrated until Operation Epic Fury.

Planet Labs, for instance, operates more than 200 SmallSat imaging satellites capable of daily revisits to any location on Earth.

Maxar's satellite constellation offers sub-meter resolution imagery, meaning the spatial resolution of the image is less than 1 meter per pixel, available via commercial subscription.

These are not classified systems, they are commercial products accessible to anyone with the requisite subscription and the computational capacity to process the imagery at scale.

What MizarVision demonstrated is that processing commercial imagery with AI-supported object detection compresses the timeline from satellite pass to military intelligence production from days down to hours.

Force posture intelligence that once required a classified satellite program and a dedicated ground processing facility can now be extracted from commercial imagery by a private company publishing its findings on social media.

Operational consequences and governance gaps

The operational consequences of MizarVision's activities during the campaign were significant.

F-22 Raptors at Ovda were detected via satellite imagery and their presence was publicly confirmed before Iranian military forces initiated their operation.

The repositioning of THAAD batteries in Jordan and Saudi Arabia was thoroughly tracked, revealing defensive configuration changes that influenced Iranian retaliation planning.

AWACS locations at US Prince Sultan Air Base were published, after which the base was repeatedly subjected to Iranian attacks.

The OSINTtechnical account geolocated the damaged E-3 Sentry following its loss, identifying it by serial number 81-0005 using publicly available aircraft markings and satellite imagery.

Regardless of whether MizarVision's publications directly guided Iranian targeting, the operational reality remains undeniable: the posture of US forces across seven countries was continuously visible to anyone with access to social media.

The governance architecture for commercial satellite imagery and its military applications has failed to adapt to this reality.

The US government applies a "shutter control" framework, the authority to restrict US commercial imagery providers from releasing photos of specific locations during sensitive operations.

Planet Labs and Maxar fall under US government jurisdiction.

MizarVision does not.

It is a Chinese company purchasing imagery from non-US providers, processing it with AI, and distributing it on social media platforms.

No international agreement governs the military use of commercial satellite imagery by non-state entities, nor is there any rule restricting the publication of military posture data produced via AI processing of commercial sources.

The Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR) govern the export of military systems and technology, but not the commercial imagery that enables adversaries to track those systems.

The strategic implication does not concern MizarVision or China's use of commercial intelligence exclusively.

It concerns the structural transformation of the surveillance commons.

Every military in the world now conducts operations under the assumption, validated at operational scale, that hiding military movements from commercial satellite observation is impossible for assets visible from space.

This includes not only large-scale assets like aircraft carriers and AWACS aircraft, but increasingly smaller and harder targets as AI object detection improves.

The operational response, such as the non-publication of imagery of the damaged E-3 by the US Air Force, delaying commercial imagery from US providers, and similar measures, reflects the adaptation of force protection doctrine to a surveillance environment that did not exist when the doctrine was written.

The governance gap surrounding these systems is real and cannot be addressed through unilateral US policy alone.

An international agreement restricting the military use of commercial satellite imagery by non-state entities would require the participation of China, the state whose commercial intelligence firms immediately exploited this capability during Epic Fury, representing the most significant arms control negotiation since the Open Skies Treaty, from which the US withdrew in 2020.

Commercial satellite infrastructure will not remain unregulated indefinitely.

The question is whether global management will emerge through negotiation prior to the next conflict, which may demonstrate consequences even more severe than the posture visibility revealed in 2026.
