British MI6 and American CIA seek assurances from Germany

Unrest is spreading through Western intelligence agencies following a espionage scandal rocking Germany's Federal Intelligence Service (BND), with the CIA and Britain's MI6 demanding assurances that their own classified information has not been leaked. At the center of the case is former BND chief August Hanning, who faces accusations of treason and espionage for allegedly possessing thousands of classified documents long after leaving office. The case raises severe questions regarding security within German intelligence services and trust among Western allies, unfolding just as Berlin pushes legislation to expand the operational powers of the BND.

The arrest of Hanning

The German security establishment was shaken by the arrest of August Hanning, who served as head of the Federal Intelligence Service (BND) from 1998 to 2005. Charges of treason and espionage have been brought against him. Marc Henrichmann, chairman of Germany's Parliamentary Oversight Panel (Kontrollgremium), which holds special oversight responsibilities over the country's intelligence services, told the Financial Times: "We must fully clarify the circumstances of this case and ensure that something like this can never happen again." The committee, whose meetings are typically conducted behind closed doors, ordered a special audit into the BND on Thursday in light of the case. Hanning stands accused of arranging the leak of thousands of classified documents from the BND to himself over a period exceeding a decade following his departure from the agency, allegedly to support his work as a private security consultant. "Trust is the most valuable currency in this field," Henrichmann stated. Among the classified documents discovered in Hanning's private possession were exceptionally sensitive materials intended exclusively for Germany's political leadership.

CIA and MI6 demand answers

According to security officials speaking to the Financial Times, partner intelligence services have requested assurances that the leaks have not compromised their own classified intelligence. Key partners of the BND include top Western intelligence agencies, such as British MI6 and the American CIA. Hanning's attorney stated on Thursday that his client acknowledges possessing the documents unlawfully but denies the far more serious charge of treason. Federal prosecutors maintained that on two occasions Hanning made contact with foreign intelligence operatives and may have passed them classified information. Henrichmann pledged that the special audit will be followed by a "rigorous" parliamentary debate, noting that changes may be introduced regarding post-government activities permitted for former civil servants.

Legislation expanding BND powers

The affair also risks complicating the passage of landmark legislation backed by the government, designed to grant broad new authorities to the BND. The relevant bill just completed its first reading in parliament. "To put it as mildly as possible, it certainly does not help," Henrichmann noted. "One thing has become crystal clear: strengthening intelligence oversight is equally vital. It will be absolutely critical that no compromises are made on this issue."
