Thousands of users across different regions of Russia experienced severe access issues to online services, banking applications, and telecommunications provider websites on the morning of October 14. On the same day, Russian President Vladimir Putin announced a broad meeting on cybersecurity, featuring top government and economic officials. Issues were recorded across numerous regions of the country, while up to the publication of relevant details, the cause of the extensive digital service blackout had not been clarified.
Which services went offline
The extent of the disruptions was captured in data from Detector.404, DownDetector, and Сбой.рф, platforms that monitor online services and record user reports of technical glitches. According to Detector.404, most reports originated from Moscow, Saint Petersburg, as well as the Moscow, Leningrad, and Samara regions. Users reported access issues to the Mail.ru platform, mobile carrier websites, banking services, and the online shopping platform Ozon. Concurrently, according to DownDetector, malfunctions were recorded at Tochka Bank and Alfa-Bank, as well as Yandex services, including Yandex Taxi, Yandex Navigator, Yandex Maps, and the Yandex Pay payment service.
Disruptions at telecom providers and banking transactions
User reports also pertained to telecommunications providers Beeline, MTS, MegaFon, and Tele2, internet service provider Dom.ru, as well as the Samokat and amoCRM services. Problems were also reported by customers of SkyNet, a Saint Petersburg-based internet service provider. The malfunctions affected core operations of daily digital activity. Specifically, users encountered difficulties loading web pages, logging into personal accounts, sending emails, and executing payments. Up to the publication of relevant information, no official cause had been announced for the massive incident, nor was there a clear picture regarding the overall scope of impact on the country's digital infrastructure.
Emergency Putin meeting on information systems security
Against this backdrop, Russian President Vladimir Putin scheduled a broad meeting for October 14 focused on the security of information systems. The information was reported via Telegram by journalists from the press pool covering the Kremlin on behalf of Russian news agency RIA Novosti. As clarified by the press secretary of the Russian president, Dmitry Peskov, participants in the meeting will include Dmitry Medvedev, Sergey Shoigu, Sergey Kiriyenko, Maxim Reshetnikov, Elvira Nabiullina, German Gref, and Moscow Mayor Sergey Sobyanin. The meeting will center on the readiness of core sectors of the Russian economy against threats to information systems security, as well as measures that can be taken to mitigate associated risks.
Dmitry Peskov: This is not a meeting tied exclusively to data center attacks
Asked about the possibility that the meeting is connected to attacks on data centers, Dmitry Peskov underscored that this is a broader and more systematic initiative. "This is a much more systematic meeting. It is not casually linked to these attacks [on data centers]," stated the press secretary of the Russian president. This position indicates that the meeting maintains a broader mandate, focusing on the overall defense of critical sectors of the Russian economy against cyber threats and disruptions that can affect digital infrastructure.
New wave of problems following early October outages
The new incident comes on the heels of similar problems recorded in early October regarding the operation of the Russian internet, known as Runet. At that time, users reported difficulties accessing banking websites, mobile services, social network VKontakte, and Yandex applications. Most reports originated from Moscow, Saint Petersburg, and the Novosibirsk region. Concurrently, reports indicated that between October 8 and October 11, data centers in the Ryazan, Kaluga, and Vladimir regions sustained damage. According to relevant reports, several supercomputers were destroyed in the attacks, while following drone strikes, Yandex services experienced malfunctions or remained temporarily unavailable.
Gradual restoration of Yandex Pay following outages
On the night of October 13, it became known that restoration of access to the Yandex Pay payment service had begun. The restoration of the service was carried out gradually, aimed at addressing increased system loads and preventing additional operational issues. Commenting on the situation surrounding Yandex services, Dmitry Peskov characterized the company as "strong and dynamic," adding that the issue of the arising problems "is naturally being discussed in government." Successive disruptions to online platforms, banking apps, and payment services highlight the vital importance of protecting digital infrastructure for the operation of the Russian economy. However, it has not yet been officially confirmed whether the new massive incident on October 14 is connected to prior data center attacks or stems from different technical causes.
