Chinese nationals, supported by the Chinese Communist Party (CCP), are participating in a vast "Handmaid’s Tale" style scheme, using American surrogate mothers to give birth to children who automatically acquire US citizenship. This was revealed by journalist and Breitbart News Senior Contributor Peter Schweizer in his new book, The Invisible Coup: How American Elites and Foreign Powers Use Immigration as a Weapon.
"While hundreds of thousands of pregnant Chinese women come to the US to give birth so their children can become American citizens, an even more complex and suspicious form of naturalization is the widespread use of surrogate mothers in the US for the children of high-ranking CCP officials. These officials then collect the children and raise them in China," Schweizer writes in the chapter China: The Manchurian Generation.
The surrogate mother industry
In his book, Schweizer describes how the surrogacy industry, primarily in Southern California, is "essentially unregulated" and has operated in the US for years before experiencing a boom about a decade ago. "The trend began in 2009 as Chinese elites learned about this mechanism for obtaining American citizenship for their children. It is discussed openly on WeChat, the strictly controlled and censored social media platform monitored by the Chinese government. The scale is difficult to comprehend; numbers are not tracked," he notes.
The case of Guojun Xuan
Schweizer cites high-ranking CCP official Guojun Xuan as an example, who obtained children through surrogate mothers across the entire US territory. The case became more widely known when a two-month-old infant under his care was admitted to the hospital with a head injury in May 2025. Authorities subsequently discovered 15 children living in his $4.1 million mansion in Arcadia, California, ranging from infants to teenagers. In total, 21 children were found connected to Xuan, Schweizer reports.
"Xuan arranges the births of his children through mothers across America. The contracts were made through Mark Surrogacy Investment LLC, which operated as a multi-state embryo network. The surrogates often did not know that other women were carrying children for the same couple at the same time. Neighbors saw pregnant women coming and going from the house, which functioned more as a surrogacy coordination center than a normal home," he writes, emphasizing that Xuan is "the tip of a very large iceberg."
The looting of the West
Schweizer points out that the CCP does not see itself merely as a competing power, but as a superior cultural entity that must overcome the "corrupt West." Jin Fenglin, a professor at the Central Communist Party School, states that Western civilization flourished only due to "the violent economic looting of Africa, America, Asia, and other countries" and that US success is linked to the "long-term prevalence of a new model of slavery."
"Understanding this deep conviction as a rival civilization, it becomes clear why the CCP supports mass migration to the US, not only from China but from all over the world, even through the cover and reinforcement of Mexican reconquista sentiments against America," Schweizer writes.
