The Union has traditionally resisted creating flexible categories of participation, while member states had reacted lukewarmly to Germany's proposal in May for associate member status for Ukraine as an intermediate step toward full EU membership.

"Partnerships are a strategic choice for Europe. But they also respond to the fracture of the rules-based international system," von der Leyen stated in her annual State of the Union address before the European Parliament in Strasbourg. "We see the world through the same eyes: from artificial intelligence to climate change, from the Arctic to geopolitics. And we have stood together: for Ukraine, defense, raw materials, and supply chains. But above all, Europe and Canada believe in democratic governance values," she added. Canadian Prime Minister Mark Carney had stated earlier this week that Canada is seeking a "unique alliance" with the EU, but not entry into the Union. Von der Leyen invited Carney to follow her to Strasbourg, and he is expected to deliver his own parliamentary key address on Thursday.
Crisis in Canada–US relations as backdrop
Carney's European tour takes place following a historic deterioration in Canada–US relations, after the collapse of trade negotiations last month triggered a series of retaliatory tariff measures. "I said that we urgently need to redefine our partnerships. Therefore, I would like to work with you to open the door for Canada to become the first associate member of the EU," von der Leyen stated regarding transatlantic trade ties. She added that the EU and Canada will cooperate across a broad range of sectors, from manufacturing to artificial intelligence, critical mineral supplies, and energy.
Alliance in technology, defense, and the Arctic
"We will cooperate in smart manufacturing. We will create a technology alliance. We will unify defense industrial bases. We will make the Arctic our flagship joint project," von der Leyen reported on defense industrial integration. The European Commission President emphasized, however, that "this is a partnership not against anyone else," in an apparent effort to avoid provoking reactions from US President Donald Trump.
