An unexpected and sharp diplomatic crisis has erupted in recent days between South Korea and Ukraine.
The trigger was the public disclosure by Volodymyr Zelensky, during his address to the UN, of the secret transfer of two North Korean prisoners of war to Seoul.
The background of the agreement and the breach of secrecy
The two North Korean soldiers had been captured by Ukrainian forces in the Kursk region.
Because the Constitution of South Korea recognizes all residents of the Korean Peninsula as its citizens, the prisoners expressed a desire to be transferred to Seoul.
According to the South Korean side, the two countries had agreed to transfer them under complete secrecy for the safety of the soldiers themselves and their families in North Korea, as well as to maintain delicate diplomatic balances.
However, Ukraine unilaterally publicized the event.
The clash over the «confidentiality agreement»
The crisis escalated when Kyiv, through the advisor to the Ukrainian presidency Dmytro Lytvyn, denied the existence of any non-disclosure agreement, arguing that keeping the transfer silent would violate international law.
This stance provoked the fury of the President of South Korea, Lee Jae Myung.
The South Korean leader accused Kyiv of exposing him by portraying him as a liar and noted that instead of apologizing, Ukraine began fearmongering about an immediate outbreak of war on the Korean Peninsula.
The demands of Seoul and the threat of measures
President Lee Jae Myung conveyed that the stance of Ukraine insults the honor and dignity of the citizens of South Korea and demanded:
- A public apology from the Ukrainian authorities.
- Official acknowledgment of the existence of the confidentiality agreement.
Otherwise, the South Korean President made clear that Seoul will proceed immediately with taking «additional measures» against Ukraine.

The unprecedented public confrontation between Ukraine and South Korea is not a mere misunderstanding, but the result of a sharp clash of interests, geopolitical maneuvering, and failed pressure tactics.
From the very first moment, Ukraine sought to showcase the transfer of the two North Korean captives as undeniable living proof of the involvement of troops from Pyongyang in the war, fighting alongside Moscow.
For Kyiv, the public announcement from the podium of the UN constituted a potent communications weapon to re-sensitize international public opinion, demonstrate the escalation of the conflict, and apply pressure for further military aid.
The delicate balance of Seoul and the fear of Moscow
For South Korea, the affair was a foreign policy minefield.
Seoul maintains a constitutional obligation to grant asylum to every citizen of the Korean Peninsula who flees the North Korean regime.
At the same time, however, it seeks to maintain a delicate balance with Russia, avoiding the direct provision of lethal weaponry to Ukraine.
The secret agreement for the transfer of the prisoners permitted South Korea to fulfill its humanitarian and constitutional duty without provoking the immediate ire of Moscow and Pyongyang. With the unilateral revelation by Kyiv, Seoul found itself exposed, while simultaneously placing the families of the two soldiers remaining in North Korea under immediate danger of retaliation.
The insult to leadership and suspicions of financial compensation
The anger of President Lee Jae Myung intensified when Kyiv denied the existence of the confidentiality pact.
Through this move, the Ukrainian side made the South Korean leader appear to be lying to his domestic audience.
Concurrently, analysts point out that behind the irritation of Seoul may lie the fear of the terms of the agreement being exposed.
Should it leak that South Korea provided financial or other compensation to Kyiv for receiving the prisoners, it would deliver a heavy blow to its diplomatic relations with Russia, effectively rendering Seoul an involved party in the conflict.
